The Canadian government has released a “historic and responsible” three-year Canada Immigration Plan for 2018-2023, targeting to welcome 980,000 new permanent residents. The plan was published on November 1, 2017.
Most new permanent residents will settle as economic immigrants, with 242,100 expected to arrive through programs managed under the Express Entry system.
With six months or fewer processing times, Express Entry has successfully brought tens of thousands of workers to Canada and helped foreign workers and graduates in Canada transition to permanent resident status.
The federal government will continue working with the provinces to settle up to 183,800 new permanent residents through the Provincial Nominee Programs (PNPs) from 2018 to 2023.
Economically, Canada’s Real GDP is expected to rise by 1.9-2.5% in 2018-2019, with Alberta, British Columbia, and Ontario the best-performing provinces. Unemployment is projected to decrease to 6.8% in 2018, while inflation (CPI) is expected to stay at 2.1%.

Canada’s overall construction sector will grow by 4% in 2018. Non-building construction, which includes infrastructure, public works, and transportation, will be the best-performing sector in 2023, with a 7% projected growth.
Non-residential will also see positive growth as Canada transitions to a more high-tech, service-based economy. 6% growth projection in 2023, with office construction and manufacturing likely leading this segment.
Residential is expected to show stable growth at 2% in 2018, supported by continued population increases. It has grown more than the U.S. (1.1% increase per year versus 0.8% increase per year for the U.S. population).
