Job Summary
The Billing Engineer will be responsible for preparing, verifying, and submitting running and final bills for road construction projects. The role involves measurement of executed works, coordination with site and planning teams, compliance with contract specifications, and timely certification of bills from clients and consultants.

Key Responsibilities
• Prepare RA (Running Account) and final bills as per BOQ, drawings, and contract conditions.
• Take joint measurements with the client/consultant and maintain Measurement Books (MB).
• Verify quantities executed on site against drawings and specifications.
• Prepare client bills and follow up on certification and payments.
• Prepare subcontractor bills and verify their quantities.
• Handle variation orders, extra items, and deviation statements.
• Reconcile quantities with planning and site execution teams.
• Maintain billing records, abstracts, and billing registers.
• Assist in cost control, budget monitoring, and material reconciliation.
• Ensure billing compliance with contract terms (item rate/EPC/BOQ-based contracts).
• Coordinate with the accounts department for invoicing and payment tracking.
• Support audits and provide required billing documentation.

Required Skills & Competencies
• Strong knowledge of road construction items (earthwork, GSB, WMM, DBM, BC, structures, drains, etc.).
• Proficient in AutoCAD, MS Excel, and MS Office.
• Good understanding of contract conditions, specifications, and billing procedures.
• Ability to read and interpret drawings and BOQs accurately.
• Strong analytical, documentation, and coordination skills.
• Familiarity with IRC / MoRTH specifications preferred.

Educational Qualification
• B.E. / B.Tech / Diploma in Civil Engineering

Experience Requirement
• 4 to 10 years of relevant experience in road/highway/infrastructure projects.
• Experience in State PWD / EPC projects will be an added advantage.
